TELECOMMUNICATIONS SPECIALIST

Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes wide range of communications concepts, principles, and practices, to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches for satisfying communications requirements; and a practical understanding of contracting procedures and legal requirements. Communications regulations, services, and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions. Operational and performance characteristics of telecommunications to define, coordinate, plan, and satisfy user requirements for telecommunications equipment, systems, or services, and to review, develop, or interpret communications policies and procedures. OR EDUCATION:
Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. NOTE:
You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION:
3 full years of progressively higher level graduate education leading to such a degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. NOTE:
You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards and operational requirements. 2. Knowledge of performance characteristics of telecommunications equipment, systems, services, and transmission media to evaluate devices, proposals, and approaches. 3. Knowledge of basic electronics theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility. 4. Knowledge of established COMSEC requirements and associated security techniques and procedures. 5. Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking) 6. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. PART-TIME OR UNPAID

You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
