AMERICAN SYSTEMS is seeking an Operations Research & Systems Analyst (ORSA) for the Joint Chemical Biological Radiological Nuclear (CTRN) Tactical Information Management (J-CTIM) Quick Reaction Test (QRT). The J-CTIM QRT will draft and test a Tactic, Technique and Procedure (TTP) for use by USNORHTCOM, USPACOM and other US Combatant Commands and service components, to transmit and process CBRN data at tactical levels (battalion-level and below) from point of detection to the point of analysis to enable timely threat warning for affected units.
Candidate will serve as Operations Research Systems Analyst and Test Planner providing support services to the QRT Test Director for the research, development, testing, analysis, validation, publication, and integration of TTP/CONOPS, and related assignments as part of a team of military, government civilian, and contract analysts. The candidate will work closely with government ORSAs, Test Planners, and Operations Analysts that will serve as researchers, and TTP developers to develop test procedures in accordance with DOT&E test methods as outlined by the JT&E handbook and specific SOW requirements. Candidate will be responsible for the implementation of products for the military customer that addresses the project's objectives, test concepts, and the end state methodology for institutionalizing the test products. Candidate will offer risk reduction strategies, and risk mitigation plans, and fully document existing processes, project enhancements, and test results. Candidate will support the contract Task Lead to provide test deliverables for the project, normally TTP, training tools, and other DOTMLPF solutions.
Candidate will support test planning efforts to provide qualitative and empirical data analysis to support findings, conclusions, and recommendations on the effectiveness of the project TTP in support of the Operational Test Agency.

Job Requirements
Required Skills:
A Bachelor's Degree (technical field preferred) and 3-5 years of ORSA or similar experience.
Knowledge and experience in test design, execution, and evaluation in the DoD operational testing and evaluation environment.
Knowledge of parametric and non-parametric statistics, data analysis techniques, development of measures of performance and evaluation, confidence intervals, computer analysis tools, basic modeling and simulation applications, and survey test and evaluation methods.
Knowledge of process modeling, issue identification, measure determination, and dendritic decomposition.
Required Security Clearance: Candidates must have a current SECRET clearance
Desired Skills/Experience:
An Operations Research degree
Graduate of the ORSA MAC course
Prior JT&E experience is highly desired
Other military Test and Evaluation experience

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
